Fixes the 'Cannot find edit app store version' retry loop when running fastlane deliver: metadata needs an editable ASC version, 1.2 is live, and skip_app_version_update forbade creating a draft. Pins app_version 1.3 (matching the prepared release notes) so deliver creates the draft when missing. Config-only change; no code paths affected.
